Here, two scholars of organized crime, with an emphasis on ports, discuss the idea of evasion as “not-compliance” and norms of evasion (i.e., semi-institutionalized forms of deviant behavior) while touching on the possibility of a paradox: more surveillance tends to yield more crime and thus more evasion might mean less crime.
